    One of the ‘additional’ paypal merchant services they offer is called ‘Virtual Terminal’ which allows you to take credit card orders over the phone. They charge an extra $20 a month for this.

    What is to stop me however, simply taking customers’ orders over the phone, and entering their details into my standard website shopping cart (e.g. simply doing the checkout for them)? – thereby not having to pay for the extra service.

    Is there something illegal, or against PayPal policy in this?

    Nothing illegal, but the restrictions they place on accounts will continue. As your volume of sales goes up PayPal will want everything under the moon to be faxed to them to show proof of goods, delivery,etc. Merchant Accounts usually do not require anything unless there is a complaint It will be a constant struggle with PayPal.
